From 1 July 2025, FV Hospital is officially recognised by the Ho Chi Minh City Department of Health and Ho Chi Minh City Social Security as a designated primary healthcare provider under Vietnam’s national Health Insurance (HI) scheme. As a result, 100% of medical expenses (within the scope of entitlements set by the Ministry of Health) will be covered by HI for consultations and treatments at the Emergency Department and all Outpatient Departments across FV Hospital.

Over the past 10 years, FV has continuously expanded its range of services covered by HI. This began with a selection of high-tech treatments in specialties such as Cardiology & Interventional Cardiology, Orthopaedics, the Hy Vong Care Cancer Centre, and Ophthalmology & Refractive Surgery. Subsequently, HI coverage was extended to include neuro-interventional and endovascular procedures, with support levels reaching up to 50% for many techniques, with some cases receiving reimbursements exceeding VND 1 billion.
Therefore, the recent expansion of HI coverage to include the Emergency Department and all Outpatient Departments marks a significant step forward in integrating FV’s international-standard operations and treatment processes into the public health insurance system. This development helps reduce financial burdens and improve access to modern medical services for the wider community. According to the Insurance Department, FV has invested in more than 70 personnel, along with infrastructure, training programmes, and operational systems in recent months to ensure patients can fully benefit from this entitlement.

For over two decades, FV Hospital has continuously innovated to bring international-standard healthcare closer to the people of Vietnam. From delivering medical services accredited by the Joint Commission International (JCI), to offering financial support for patients without private insurance, and now officially implementing widespread coverage under the national HI scheme together with a medical instalment payment programme – FV aims to eliminate financial barriers, one of the most common reasons patients delay or avoid seeking care.
The Insurance Department further shared that, with increased government investment in public healthcare services and support from Vietnam’s Social Security, FV plans to extend HI coverage to include inpatient treatment services in early 2026.

Key points about the Health Insurance (HI) programme at FV Hospital that all FV Family members should know – to better support patients when needed and to fully understand their own entitlements when accessing care for themselves or their families at FV:
1. Equal Care For All – Fair Treatment, Barrier-Free Service
Dr Jean-Marcel Guillon, CEO of FV Hospital, emphasised: “We must ensure that all patients at FV – whether or not they are using Health Insurance – have equal access to the same high standard of care, delivered by the same well-trained medical team, using the same equipment, medical supplies, and medications. There will be no distinction and no separation of services based on the type of insurance used.” In essence, every patient receives the same high-quality care, with no distinction based on insurance.
A crucial point not to be overlooked: HI can be combined with private health insurance and the FV Membership Card. Patients holding all three should inform the billing staff to ensure they receive the maximum entitled benefits.

2. Health Insurance-Covered Services at FV:
For Outpatient Consultations and Treatment:
- Patients who have registered FV Hospital as their designated primary healthcare provider under the Health Insurance (HI) scheme.
- Emergency cases and gastrointestinal endoscopy procedures.
- Patients with a valid referral letter.
- Patients receiving outpatient consultations and treatment for conditions listed in the Appendix of Conditions Eligible for Treatment at Primary Care Level (Appendix 2 of Circular 01/2025/TT-BYT), including outpatient cancer treatment at the Oncology Department (chemotherapy and radiotherapy).
For Inpatient Treatment (No Referral Letter Required):
- Procedures performed in the Cardiac Catheterisation Laboratory (Cath-Lab).
- Joint replacement surgeries (knee, hip, shoulder) at the Bone & Joint Centre.
- Phacoemulsification surgery and vitrectomy for retinal detachment at the Ophthalmology & Refractive Surgery Department. All services covered are subject to the Ministry of Health’s regulations regarding the list of approved procedures, medications, medical supplies, and applicable reimbursement rates under the HI scheme.

3. Steps to Apply Health Insurance for Medical Consultations and Treatment at FV
To ensure health insurance benefits are applied correctly, FV Family members can refer patients to the Health Insurance Service Desk (located in the Indochine Lobby) and guide them through the following steps:
- For first-time patients at FV: Please inform the front-desk staff (at Reception or the Emergency Department) during the initial registration.
- For returning patients: Notify the medical secretary before the consultation so they can review the medical records and provide guidance on the insurance application process.
- For further assistance or enquiries: Patients can visit the Health Insurance Service Desk directly or call the hotline (028) 35 11 33 33 for detailed support regarding health insurance at FV Hospital.
4. How to Change Your Registered Primary Healthcare Facility to FV
To conveniently access health insurance benefits when receiving care at FV Hospital, you can register FV as your designated “Primary Healthcare Facility.”
For FV staff and family members who wish to receive care at FV under the Health Insurance (HI) scheme, please refer to the internal email from the Human Resources Department for instructions on how to change your registered “Primary Healthcare Facility”. Staff members are required to submit their department’s list to HR by 10 July 2025. Family members should follow the detailed steps outlined at here.
For patients: The Insurance Department will assist with the changing (or initially registering) the designated primary healthcare facility to FV Hospital.
