Enterprise Management Framework from the JCI Perspective
The ACP 2025 Annual Scientific Conference was held on July 11 in Can Tho with over 800 delegates together with leading experts in JCI-accredited hospital operations and management, and JCI’s representative. The event aimed in creating a platform for sharing practical experiences and promoting hospital quality in Vietnam in line with national and international standards.
The conference gathered numerous experts and leading organizations in quality and hospital management.
At the event, Mr. Mohd Fazli Shuib – Director of Quality and Risk Management at FV Hospital – presented the topic “Risk Management Framework from the Perspective of JCI Standards.” The sharing demonstrated how FV establishes an integrated model combining proactive risk management and reactive incident management, that is built on a foundation of a comprehensive and transparent quality system of group-wide ERM framework, JCI standards and ISO 31000 on risk management standards. “Risk management cannot be just a reactive response. It must be a proactive, integrated, and sustainable system that accompanies the entire hospital operations process,” Mr. Fazli shared.
Under the integrated ERM framework, FV has developed a system of Risk Domains – grouping types of risks into specific management categories, with direct accountability assigned to each level of management. Key Risk Indicators (KRIs) are used to evaluate performance and give the improvement actions. Especially, FV has implemented an incident reporting system based on a “non-punitive” and “just culture” principle, encouraging staff to proactively report incidents, engaging in quality improvement efforts and minimizing risks across the entire hospital.
The entire risk management system is integrated within an ecosystem comprising eight components, with a safety culture as its core foundation. This is not only an effective management tool but also a part of the organizational mindset that has been consistently and continuously maintained over many years at FV
Sharing to contribute to the advancement of Vietnam’s healthcare industry
FV is the first and only hospital in the Southern of Vietnam has to have achieved JCI accreditation four consecutive times. It was also the first Vietnamese healthcare provider to receive certification from the Haute Autorité de Santé (HAS) of France in 2007. In addition, FV is among the few healthcare facilities in Ho Chi Minh City recognised as a “Mother and Baby-Friendly Hospital,” along with numerous other honors from both national and international medical forums.
In addition, FV has earned multiple prestigious certifications, including ISO 15189:2012, Westgard Sigma VP, and external quality assessments from RIQAS (UK), RCPAQAP (Australia), and CSQL & QCCUMP (Vietnam) for its Laboratory and Blood Bank. The hospital has also achieved Good Clinical Practice (GCP) certification. At the same time, hospital-wide operations follow the “5S Methodology,” ensuring streamlined workflows and minimised errors.
With FV’s extensive experience in hospital management aligned with the world’s leading quality standards, Mr. Fazli confirmed: “FV is always ready to share lessons learned from the process of achieving and maintaining JCI accreditation, along with other prestigious quality framework. This is not only for internal improvement but also for the overall development of Vietnam’s healthcare industry.”
